The 52-year-old former Norwich striker has managerial experience with the Canaries, as well as with Wigan and Aston Villa.
He had a spell as director of football at Lincoln in 2006-07 and his previous coaching and scouting roles have included stints at Bolton, Northampton, Huddersfield, Sheffield United and, most recently, Kettering.
"He will come in and help in any way that he can do," Mariners manager Neil Woods told the club's official website. "He will initially be coming to our games to see us play and find out the level we are at.
"His job will be to go out and watch players. He is very experienced and he will help us build a database of short-term and potential long-term player targets.
"He has a lot of contacts and that will be the main emphasis of what he will be doing."
